PROBLEM TO BE SOLVED: To provide a management device of an industrial vehicle and the industrial vehicle, for enabling management from a viewpoint of whether or not driving of the industrial is safely performed. SOLUTION: This management device has an operation detecting means 42 for detecting a driving operation state of the industrial vehicle, a frequency calculating means 43 for calculating the occurrence frequency of predetermined unsafe operation of the vehicle with every unsafe operation on the basis of detection results detected by the operation detecting means 42, and a storage means 44 for storing the occurrence frequency of the unsafe operation calculated by the frequency calculating means 43.
