PROBLEM TO BE SOLVED: To solve the problem that a vinyl acetate resin emulsion has widely been used as an easy-to-use water-based adhesive, but since it has a poor film formation ability at low temperatures, constrainedly the one compounded with a plasticizer suspected of being an environmental hormone has been used in the winter and while a plasticizer-free adhesive obtained by seed-polymerizing vinyl acetate in the presence of an ethylene vinyl acetate copolymer resin emulsion is offered, it still has a room for improvement in its poor film formation ability and insufficient adhesivity at low temperatures and coatability. SOLUTION: The adhesive composition is obtained by adding any one of an ethylene vinyl acetate copolymer resin emulsion, an acrylic resin emulsion and a urethane resin emulsion to a vinyl acetate resin-based emulsion obtained by seed-polymerizing vinyl acetate in the presence of an acrylic resin emulsion.
