PROBLEM TO BE SOLVED: To provide a character determining method and a character determining device for accurately determining whether a character to be determined is correct or incorrect, and to provide a computer program. SOLUTION: This character determining device prepares a plurality of samples of correct and incorrect characters corresponding to the character to be determined, computes a difference degree between each of the plurality of samples of the correct and incorrect characters and a predetermined standard character to obtain a correct character upper limit value which is the upper limit value of the correct character difference degree and an incorrect character lower limit value which is the lower limit value of the incorrect character difference degree on the basis of the distribution of the difference degrees of the correct and incorrect characters. The character determining device computes the difference degree between the character to be determined and the standard character, and determines the character to be correct when the difference degree is smaller than the correct character upper limit value and the incorrect character lower limit value, determines the character to be incorrect when the difference degree is larger than the correct character upper limit value and the incorrect character lower limit value, and determines the character to be uncertain when the difference degree is between the correct character upper limit value and the incorrect character lower limit value.
