PROBLEM TO BE SOLVED: To improve energy-saving performance and controllability by improving the whole operation efficiency, and to enable selection (setting) of operation mode in a low load range appropriate for various materials to be cooled. SOLUTION: A refrigeration cycle 2 is provided with a digital controlled refrigerant compressor 6 provided with a digital selecting mechanism 5 for selecting load condition for compressing refrigerant when a compressor motor 4 is operated and unload condition for releasing compression of the refrigerant when the compressor motor 4 is operated. The digital selecting mechanism 5 is controlled for selection to variably control temperature of cooling liquid W on the basis of the temperature of the cooling liquid W to be supplied to a material M to be cooled, and load ratio Rr of the digital controlled refrigerant compressor 6 is monitored, and when the load ratio Rr is lowered to the predetermined set ratio Xc, which is set in a low load range, or less, control is performed by selecting ON/OFF of the compressor motor 4.
