<P>PROBLEM TO BE SOLVED: To secure safety to internal short-circuiting, or the like while retaining high capacity/high characteristics without disturbing ion conductivity in a lithium ion battery, having a porous insulating layer on an electrode. <P>SOLUTION: A separator 3 is interposed between a positive electrode 1 and a negative electrode 2, a porous insulating layer 4 containing a ceramics filler and a resin binder is formed on the surface of a positive electrode active substance layer 1a or a negative electrode active substance layer 2a. The ceramics filler contains a fiber-like filler.
