PROBLEM TO BE SOLVED: To excellently detect vibration, to damp the vibration as thoroughly as possible, and to control a nuclear reactor such that scram does not need to be started any longer or that it escapes with as slight as possible interference of a disturbance. SOLUTION: A local measurement value associated to each range is formed by measurement of a physical quantity within a plurality of ranges of a reactor core. When amplitude of the measurement value corresponding to an extreme value of the oscillating physical quantity exceeds a predetermined noise limit, a highest alarm stage satisfied by the measurement value in the range of a minimum number N<SB>mp</SB>predetermined with a monitoring norm is selected from alarm stages I, II, III, the alarm stage I of a low hierarchy performs the interference in the nuclear reactor control such that removal of absorber elements from the reactor core corresponding to increase of nuclear reactor output in operation is disturbed, as a stabilizing strategy, and at least the alarm stage II of higher hierarchy inserts the plurality of absorber elements into the reactor core with an intention to reduce the nuclear reactor output in the operation, as the stabilizing strategy.
