PROBLEM TO BE SOLVED: To provide a wide-band speech restoring device that restores a wide-band speech signal of high quality by estimating a wide-band sound source which is hardly affected by a difference of a speaker and noise, has a more accurate amplitude, and is stable, from a narrow-band speech or narrow-band speech code. SOLUTION: The speech restoring device is equipped with: a narrow-band sound source decoding means of generating a narrow-band synthesized sound by using the narrow-band speech code, a spectrum decoding means of estimating a wide-band spectrum parameter by using the narrow-band spectrum code separated from the narrow-band speech code; a wide-band sound source decoding means of estimating a wide-band sound source signal by using the narrow-band sound source code separated from the narrow-band speech code; and a synthesizing means of generating a wide-band speech signal from the generated narrow-band synthesized sound, estimated wide-band spectrum parameter, and wide-band sound source signal.
