PROBLEM TO BE SOLVED: To continuously achieve the coincidence of a modulation system in up and down transmission lines regardless of a two-way multiplex system. SOLUTION: The RSSI average value of a down line is detected at a propagation path estimation 109 of a terminal station 100, and the detected result is notified to a base station 200. In the base station 200, the RSSI average value of the down line is received from the terminal station 100, and the RSSI average value of an up-line is detected by a propagation path estimation 209. Then, at an adaptive modulation control unit 210, the worse one of the received RSSI average value of the down-line and the detected RSSI average value of the up-line is compared with a threshold for determining a modulation system, the determined modulation system is notified to the terminal station 100 for setting to modulation and demodulation sections 102, 105, and the determined modulation system is set to modulation and demodulation sections 202, 205 in the base station 200 each in synchronization with setting timing in the terminal station 100.
