PROBLEM TO BE SOLVED: To improve verification quality when verifying the validity of a public key certificate after the valid period of the public key certificate is completed. SOLUTION: A certificate verification device comprises a verification information acquisition program 11 for acquiring all public key certificates and certificate invalidation lists from a CA 21 for issuing the public key certificate and the certificate invalidation list, and acquiring the time stamp from a TSA 22; a storage DB 13 for storing the acquired public key certificate, certificate invalidation list, and time stamp; and a verification processing program 12 for acquiring the public key certificate and the certificate invalidation list in which the time stamp where verification time is included in a valid period is given from the storage DB 13 and verifies the validity of the certificate to be verified at verification time.
