PROBLEM TO BE SOLVED: To provide a technology of decreasing number of discontinuous points of signals in the case of switching an active system and a standby system so as to seamlessly switch them. SOLUTION: A reference signal to make contents of signals of the active system and the standby system the same is given to active and standby transmitters to make the contents of output signals from the active system and the standby system the same with each other. Further, adjusting delay times of the outputs makes the delay times of the output signals from the active system and the standby system the same with each other. Moreover, a reference signal to make the center frequencies of the output signals from the active system and the standby system the same is given to the active and standby transmitters to make the center frequencies the same with each other.
