PROBLEM TO BE SOLVED: To provide a method for easily manufacturing a heating panel with uniform heat insulating material density without causing problems such as a gap between heat insulating material and a frame material, cutting waste, or an unfilled portion. SOLUTION: The manufacturing method of the heating panel includes a process of forming a panel frame by fixing the frame material to a rear face circumference part of a surface plate material, and adhering a planar heating element in a section formed by the frame material, a process of pouring a foamed polyurethane raw material from a pouring nozzle into the section formed by the frame material while relatively moving the panel frame and the pouring nozzle, and a process of laminating a rear face material on the panel frame, and forming a foamed polyurethane heating insulating layer by foaming the foamed polyurethane raw material while applying a pressure to the panel frame.
