PROBLEM TO BE SOLVED: To enable a stop solenoid to be attached without thrusting a piston rod into a start spring while arranging the start spring nearly in parallel with the moving direction of a control rack. SOLUTION: The start spring 13 of a governor is built at a supporting mechanism 20 of an engine machine wall 8a and at a rack pin 2a. Then a structure of the stop solenoid attaching part of the governor has the stop solenoid 6 which can freely perform forceful pushing operation of the control rack to the fuel reduction side. The stop solenoid 6, which can freely perform forceful pushing operation to the fuel reduction side by pressing the piston rod 6a against the end surface of the control rack, is engaged and installed in a recess attachment opening 8b of the engine machine wall 8a. Then the supporting mechanism 20 is constituted on the engine machine wall 8a near the concave attachment opening 8b, and a bulkhead part 8c through which the piston rod 6a cannot pass is arranged at an inner side end of the recess attachment opening 8b. Then an insert hole 8s, which the piston rod 6a passes through with flexible movement in a state that the stop solenoid 6 is engaged, inserted and attached in the concave attachment opening 8b, is formed at the bulkhead part 8c.
