PROBLEM TO BE SOLVED: To provide a horizontal sash bar installing metal fitting of a guardrail without having fear of hitching clothes of a pedestrian, superior in an appearance from a viewpoint of the pedestrian, and without causing deformation even if a vehicle collides; and to provide the horizontal sash bar installing metal fitting capable of forming the guardrail superior in a scenery by forming a top part of a column in the shape of not projecting above a level of a horizontal sash bar of the uppermost stage; and the guardrail using this horizontal sash bar installing metal fitting. SOLUTION: This horizontal sash bar installing metal fitting is composed of a cylindrical holding member 11, a cylindrical bracket 12 and a bent pipe-shaped cap 14 having a vertical wall surface; and is characterized in that the holding member 11 has a tool insertion hole 15 penetrating horizontally and at a right angle to the longitudinal direction through its central part; has a bolt insertion hole 21 in a bottom part of the central part and/or a bottom part of both end parts in the longitudinal direction; a bracket 12 has a through-hole 23 for inserting a cap fixing bolt in the horizontal direction on a wall surface; and the cap has a through-hole or a screw hole for inserting the cap fixing bolt into its vertical wall surface.
