PROBLEM TO BE SOLVED: To provide a counterweight which does not contain cement therein and is recyclable more easily than ever, and to provide a method of manufacturing the counterweight. SOLUTION: The counterweight 10 is manufactured by obtaining a weight material 15 by laminating a plurality of heavy materials 11 to 14 formed of slab on each other and combining with each other, filling a number of granular fillers 18 in a gap section 17 between the weight material and cover plates 16 covering external surfaces of the weight material, and then filling and hardening water glass 19 in gaps between the granular fillers. The method of manufacturing the counterweight 10 is comprised of a filling step of filling the fillers 18 in the space section 17, and a water glass hardening step of pouring the water glass 19 in a molten state onto an upper portion of the fillers 18, decompressing a lower side of the space section 17, filling the water glass 19 in the fillers 18, and then hardening the same.
