PROBLEM TO BE SOLVED: To easily produce a tough nanocrystal high carbon iron alloy bulk material having high hardness and high strength by producing a tough nanocrystal high carbon iron alloy powder material having extremely high hardness, and compacting the powders. SOLUTION: The high hardness nanocrystal high carbon iron alloy powder is composed of an aggregate of high carbon iron alloy nanocrystal particles and comprising 3.6 to 6.7 mass% carbon, and in which reinforcing substance for a ferrite phase in the nanocrystals is dispersed and precipitated. The tough nanocrystal high carbon iron alloy bulk material having high hardness and high strength is obtained by solidifying the many pieces of the same powders. A high carbon iron alloy forming component material comprising 3.6 to 6.7 mass% carbon is subjected to mechanical milling (MM) or mechanical alloying (MA), thus the high hardness nanocrystal high carbon iron alloy powder composed of an aggregate of high hardness iron alloy nanocrystal particles is produced, and, the tough nanocrystal high carbon iron alloy bulk material having high hardness and high strength is produced from the same powders.
