<P>PROBLEM TO BE SOLVED: To realize a well responsive actuating method to remarkably reduce power consumption of a radio meter inspection, by making a communication device of a radio base station into a configuration in which the device is in a sleep mode of low consumption in a usual state, enabling confirming whether or not its own station is called by a WakeuP signal by inserting an ID signal into the WakeuP signal for activating a communication device, and shortening an operation time of a radio communication device to be attached on a meter by immediately returning to the sleep mode if its own device is not called. <P>SOLUTION: In the stopping period of intermittent reception, a communication control integrated circuit and a microprocessor are brought into a low consumption power mode and the device is in a standby state in the sleep mode of interrupting power supply of a memory. In the operation period of the intermittent reception, the low power consumption mode of the communication control integrated circuit and the microprocessor is released on the basis of a reception demodulation timing to be decided in the communication control integrated circuit, and an operation of receiving a signal from a radio master station is performed to check whether or not the own station is called. If the own station is called, a switch for turning on/off the power supply of the memory is turned ON to communicate with the radio master station.
