PROBLEM TO BE SOLVED: To prevent each wireless terminal station from repeating re-transmission at a high rate at which communication is actually disabled and each wireless terminal station from occupying a frequency band at a rate lower than an actually communicatable rate. SOLUTION: The wireless base station multicasts a beacon frame to which a BSS support rate is set. The wireless terminal station sequentially selects a transmission rate from the highest ranking rate among transmission rates designated by the beacon frame and usable by its own station, and transmits an assignment request frame to which transmission rate information corresponding to the selected transmission rate is set. The wireless base station transmits an assignment acknowledgement frame to which a maximum transmission rate and a minimum transmission rate usable by the wireless terminal station are set on the basis of the transmission rate of the assignment request frame which the wireless base station can receive. The wireless terminal station makes data communication with the wireless base station at a transmission rate within a range between the maximum transmission rate and the minimum transmission rate designated by the assignment acknowledgement frame.
