PROBLEM TO BE SOLVED: To provide a satellite exploration system, capable of shortening the total exploration time of a plurality of satellites necessary for positioning etc., by exploring the geostationary satellite and orbiter satellite, in the order of adapting to various environments or receiving states. SOLUTION: A satellite receiving part 12 receives signals from the plurality of satellites and outputs navigation data, the navigation data are stored in the navigation data collection part 14. The navigation data include the information for discriminating the satellite, the information for discriminating whether the satellite is an orbiter satellite or a geostationary satellite, and orbital information, etc. The satellite property information being the information representing the property of the satellite obtained from the above information is obtained by a satellite information acquisition part 16, and inputted into a priority order determining part 18. In the satellite order determination part 18, the priority order at the exploring of a satellite is determined by the satellite property information and a priority table 20.
