<P>PROBLEM TO BE SOLVED: To provide a fuel cell system, in starting the fuel cell at a low temperature, in which a stable starting/power generation is possible by starting the fuel cell taking into consideration the balance of water in the fuel cell. <P>SOLUTION: This is the fuel cell system in which the power generation starting current value of the fuel cell is inputted in a step 102, and in a step 104 the warming-up prescribed temperature which is the temperature of the heating medium to the current value of power generation starting is calculated based on a calculation formula or a calculation map.
