PROBLEM TO BE SOLVED: To provide a light beam control device capable of restraining a semiconductor laser or a photosensitive body from getting deteriorated and an image forming device using the light beam control device. SOLUTION: The light beam control device performs control so as to gradually increase the luminous energy of light and performs control so as to provide a period of turning off light (a period from timing B to timing C for example) in order to restrain a laser emission section such as a semiconductor laser or a photosensitive body from getting deteriorated during an initial period from the start of a laser diode 82 (timing A) to the detection of a BD detection signal (timing F).
