PROBLEM TO BE SOLVED: To provide a hydraulic transmission for an industrial vehicle, in which clutches can be smoothly changed over. SOLUTION: Shafts 11, 21, and 31 are provided with caps 60, 70, and 80 for containing and holding respective shaft end parts. The caps 60, 70, and 80 are provided with oil passage inlet parts 61, 61b, 71, 71b, 81a, and 81b to be connected to oil passages 11a, 11b, 21a, 21b, 31a, and 31b in the corresponding shafts. Close to the oil passage inlet parts 61a, 61b, 71a, 71b, 81a, and 81b in the respective caps 60, 70, and 80, modulating valves (spool valves) 62a, 62b, 72a, 72b, 82a, and 82b for turning in/off hydraulic pressure are provided to the oil passages 11a, 11b, 21a, 21b, 31a, and 31b in the corresponding shafts.
