PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of judging an appropriate region as a character region according to density by switching a character region judging means according to the density for proper process to respective regions of an image, resulting in improved image quality. SOLUTION: Another judging method is provided for a low density character different from that for normal black character. If an interested pixel is of relatively low density, an edge region judgement is not used for judging character.
