PROBLEM TO BE SOLVED: To provide a base-isolation system which effectively prevents the upper and lower structures of a building from being relatively twisted in an earthquake by a base-isolation system, and can be realized without limiting the freedom of design of the building and its base-isolation system. SOLUTION: A base-isolation bearing part 3 is placed between a foundation 1 that is a lower structure and a superstructure 2, and the superstructure 2 is isolated from the earthquake in a horizontal two-dimensional direction by the base-isolation bearing 3. Apart from the base-isolation bearing 3, a relative twist restraining system 4 is provided for restraining the foundation 1 and the superstructure 2 from being twisted relatively with base-isolating the superstructure 2.
