PROBLEM TO BE SOLVED: To provide a hydrophilic membrane which is excellent in hydrophilicity and durability against various acidic, neutral and alkaline detergents and drugs and has a high hardness, and its formation method. SOLUTION: The hydrophilic membrane is intended for covering and protecting a flat substrate and is composed of a coating film containing a multiple oxide consisting of silicon and zirconium, an alkaline earth metal and water or containing a mixture of a silicon oxide and a zirconium oxide, an alkaline earth metal and water.
