PROBLEM TO BE SOLVED: To provide a developing roll which prevents a fog phenomenon and image deterioration even for a long time use. SOLUTION: In the developing roll, an elastic layer 2 is formed on the circumferential face of a shaft body 1 and a coating layer 3 of urethane resin is formed on the circumferential face of the elastic layer 2.
