PROBLEM TO BE SOLVED: To provide a determining device capable of distinguishing whether a cause of a drop of combustion temperature of a burner is due to incomplete combustion, or closing of a gas cock. SOLUTION: A storing means is provided for storing a threshold with respect to a detection value detected by a detecting means, and a comparing means is provided for comparing the threshold stored in the storing means with the detection value detected by the detecting means. In a determining means, when the detection value exceeds the threshold as a result of comparison by the comparing means, if a decrement of the detection value per unit time is larger than a preset predetermined value, it is determined that the gas cock has been closed, and if the decrement of the detection value per unit time is smaller than the preset predetermined value, it is determined that there is incomplete combustion due to oxygen deficiency, and when the detection value decreases without exceeding the threshold as a result of comparison by the comparing means, it is determined that the gas cock has been closed.
