PROBLEM TO BE SOLVED: To improve reliability of judging whether user support system changes the plan or not and realize more appropriate project aid by predicting a require time between railroad section according to an operation condition when the railroad section is included in a route to the place to execute the plan from the current position in a user support system automatically changing the plan of reservation or the like according to the condition. SOLUTION: Train schedule prediction system 20 probabilistically calculates the required time between stations based on the statistical operation result relative to regular schedule or the past accident restoration result. A proxy system 40 sets the travel to the arrival place from the position of the user terminal 50 detected by a position detection system 30, and requires of the train schedule prediction system 20 about the required time of the railroad section included in the travel. The arrival possibility to the arrival place by the arrival time is determined as "possibility", "high possibility", "low possibility", or "impossibility" in stages based on the required time answered.
