<P>PROBLEM TO BE SOLVED: To prevent a picture of a different frame from being displayed on one screen and to prevent the generation of a picture flicker when one or a plurality of moving pictures are displayed. <P>SOLUTION: This device is provided with a moving picture processing part 2 compressing or expanding the moving picture, a display memory part 11 which is referred to by the moving picture processing part 2 and has three memories 11a to 11c becoming display memories in addition to an update memory, switching parts 12a 12b and 13 which switch three memories 11a to 11c, a display memory adjusting part 14A controlling the switching timing of the display memory, a picture synthesis part 5 creating one piece of picture data from moving picture data inputted from the display memory part 11 and a picture output part 6 outputting an output of the picture synthesis part 5 on a display part 7.
