PROBLEM TO BE SOLVED: To obtain accurate and stable cooling temperature by stably controlling temperature of cooling liquid, and to improve energy-saving performance and controllability by improving operation efficiency over the whole. SOLUTION: Temperature zones Za of a condenser 4 of a refrigeration cycle 2 in relation to the peripheral temperature Tr are previously set, and for every temperature zone Za, a reference value (containing a reference range) Txa is set in relation to the condensed refrigerant temperature Tc or a deviation Ec between the condensed refrigerant temperature Tc and the peripheral temperature Tr, and during the operation, the peripheral temperature Tr and the condensed refrigerant temperature Tc are detected. When the condensed refrigerant temperature Tc or the deviation Ec between the condensed refrigerant temperature Tc and the peripheral temperature Tr is higher than the reference value Txa in the corresponding zone Za, cooling degree of the condenser 4 is raised, and when the condensed refrigerant temperature Tc or the described deviation Er is lower than the reference value Txa, cooling degree of the condenser 4 is lowered.
