PROBLEM TO BE SOLVED: To provide a hot water panel capable of easily connecting a hot water panel and a hot water source, not generating the unevenness in temperature over the whole hot water heating floor, and constituted by arranging two or more hot water circuits. SOLUTION: This hot water panel 1A is constituted by arranging hot water pipes 3a, 3b for two circuits on a base sheet 2, side ends of the hot pipes are arranged, for example, in order of a hot water going side end 3a11, a hot water returning side end 3a21, a hot water returning side end 3b21 and a hot water going side end 3b11, the hot water going side ends 3a11, 3b11, and the hot water returning side ends 3a21, 3b21 are respectively integrally connected on the base sheet 2, and a going-side pipe 3d1 and a returning-side pipe 3d2 connected with two connecting parts 3c1, 3c2 are extended to the external of the hot water panel. In a case when a heat equalizing material 2B is laminated on a surface of the base sheet 2A, at least the heat equalizing material 2B between the hot water going pipes 3a1, 3b1 directly connected with the connecting part 3c1 is removed along the hot water going pipe.
