PROBLEM TO BE SOLVED: To effectively prevent the absorption of water from an outdoor section by a heat-insulating material having a water absorptivity and a moisture permeability, and to simply realize the installation of the heat-insulating material having the moisture permeability between a building structure skeleton and an outer-wall face material. SOLUTION: The metal fitting 6 with a cover section 7 covering the underside section of the heat-insulating material 4 and an opening 8 having an opening size smaller than a ventilating section 5 and making the ventilating section 5 communicate with the outdoor section is installed to the lower section of an outer wall.
