PROBLEM TO BE SOLVED: To provide a variable focus lens such that a marginal characteristic of a lens peripheral edge can be improved, a degree variation range can be made wide, and the outward appearance is prevented from becoming worse owing to an adhesive at the peripheral edge of the lens and to provide an instrument and a display using the variable focus lens. SOLUTION: The variable focus lens is formed by arranging an elastic transparent film 3 covering the top surface of a rigid transparent substrate 2, bonding peripheral edges of the transparent substrate 2 and transparent film 3 together with an adhesive, and charging transparent liquid 8 between the transparent substrate 2 and transparent film 3. The adhesive 4 is applied to the peripheral edge end surface of the transparent substrate 2 and the reverse-side peripheral edge part of the transparent film 3 to bond the transparent film 2 and transparent substrate 2 together.
