PROBLEM TO BE SOLVED: To reduce the number of processes e.g. cutting, reduce waste of material, avoid the occurrence of a trouble such as leaving the material uncut, simplify the device, and save a manufacturing cost, in manufacturing a paper bag such as a square-cornered bag with a closing flap. SOLUTION: A long sized flap base material 7 with an adhesive applied on an adhesive margin to be bonded to a material bag 1 is sent to a bonding position, then such material bags 1 are sent to the bonding position at a specified interval, and a flap 24 is pasted to the material bag 1 by cutting the unnecessary part of the flap base material 7 to the width of the material bag 1 after pasting the adhesive margin formed on the flap base material 7 to the material bag 1.
