PROBLEM TO BE SOLVED: To provide a management system capable of properly managing communication opposite parties whose reception is to be rejected in communication.

SOLUTION: A mail server 302 calculates a rejection priority for each mail address of a transmission source of electronic mail depending on a date and time when receiving the electronic mail from a transmission side terminal 100. Further, when the number of mail address of transmission sources whose electronic mail reception is to be rejected exceeds the registerable number in a reception reject address list 304, the mail server 302 preferentially registers mail addresses whose rejection priority is higher to the reception reject address list 304.
