PROBLEM TO BE SOLVED: To efficiently utilize frequency resources of transmission frequencies used in a cable television station, increase an information quantity assigned to a broadcast content, and efficiently transmit a fault generated in the cable television station. SOLUTION: A cable television multiplexing device sends the broadcast content, EPG information, additional information such as limited reception information, and data information including the worsening state of a radio wave environment not interlocking to the broadcast content and head end fault information via a CATV network. In this device, the additional information 7 is separated from the broadcast wave of the broadcast content, spread spectrum processing 9 is performed, the additional information subjected to spread spectrum processing and the broadcast wave are frequency-multiplexed 6 and sent to the CATV network, data information not interlocked with the broadcast content is detected 22, spread spectrum processing 15 is performed for data broadcasts 3, 23 concerning the data information on the basis of the detection, and frequency multiplexing 6 is performed and the data information is sent to the CATV network 21.
