PROBLEM TO BE SOLVED: To suppress the cost while maintaining communication performance required for controlling devices in a control system provided with the control apparatus and a plurality of the devices to be controlled by the control apparatus. SOLUTION: The control apparatus 10 to which a plurality of communication networks 1 to N each connected with devices to be controlled are connected, is provided with: a control section 11 for generating a command for controlling the devices to be controlled; a plurality of communication sections 12 respectively connected to the different communication networks 1 to N for carrying out communication; and a relay section 13 for relaying exchange of a command between the control section 11 and any of the communication sections 12, and the relaying section 13 for receiving the command from the control section 11 selects a communication section 12 to which the command generated by the control section 11 is to be given and the relaying section 13 gives the command to the selected communication section 12.
