PROBLEM TO BE SOLVED: To provide an optical distribution circuit with which degradation of performance is prevented regarding the optical distribution circuit which distributes energy of electromagnetic waves into a plurality of output ports. SOLUTION: The optical distribution circuit 1 is constituted of an input waveguide 10, a slab waveguide 20 connected with the input waveguide 10 and an output waveguide group 30 connected with the slab waveguide 20. Light (for example, the light indicated by an arrow b in a Figure) which is not directly propagated to an output port group 22 among light beams introduced in the slab waveguide 20 is propagated in an attenuation area 20b of the slab waveguide 20 and attenuates in a process of propagation. Stray light which propagates the attenuation area 20b gradually leaks to a lower clad layer or an upper clad layer in a process for propagating a part corresponding to the attenuation area 20b of a core or attenuates by being converted into heat by oscillation of crystal, for example, Si crystal, etc. of materials constituting the core since the attenuation area 20b is formed as wide as possible.
