PROBLEM TO BE SOLVED: To provide a soil conditioner that can promote the growth of plants without use of large amounts of agricultural chemicals and chemical fertilizer, and can repel injurious insects. SOLUTION: Fly ash is treated with alkali to form zeolite by crystallization and the zeolite crystals are admixed to the soil in an amount of 10 to 20 %. The soil conditioner according to this invention preferably includes nitrolime-remaining coal from the nitrolime production process in an amount of 40 to 100 % wt. In a preferable embodiment, the highest effect is attained, when the conditioner is used in an amount that the proportion of the carbon in the nitrolime is adjusted to about 3 %.
