PROBLEM TO BE SOLVED: To manufacture an improved negative electrode of a lithium ion battery capable of increasing charging and discharging characteristics and achieving high capacity by preventing decomposition of electrolyte by charging and discharging for a long time. SOLUTION: When manufacturing the negative electrode which is the lithium ion battery constituting material, high molecular solution containing polyanilinesulfonate dissolved or dispersed in water as a main component is used in negative electrode active material as covering agent to constitute a non-aqueous electrolyte lithium ion secondary battery. Since decomposition of non-aqueous electrolyte can be prevented for a long time, an excellent lithium ion secondary battery capable of holding stable and satisfactory charging and discharging characteristics for a long time can be manufactured by the charging and discharging characteristics obtained by constituting a non-aqueous electrolyte lithium ion secondary battery which does not cover the carbon negative electrode with covering agent or a non-aqueous electrolyte lithium ion secondary battery using covering agent containing no polyanilinesulfonate in carbon negative electrode active material.
