PROBLEM TO BE SOLVED: To provide a high pressure injection ground improvement device and a high pressure injection ground improvement method for preparing an improver without a nonuniform part in a central part. SOLUTION: A driving device 4 is liftably installed in a high pressure injection agitator 2, and a rod 3 is rotatably connected to the driving device 4. The rod 3 extends downward by penetrating through a chuck 5 installed in the high pressure injection agitator 2. An agitating blade 6 for cutting the ground is installed in bilateral symmetry to the rod 3 in a tip part of the rod 3. An inverse conical screw board 7 being a sediment discharge member is installed above the agitating blade 6 so as to rotate together with the agitating blade 6 by rotation of the rod 3.
