PROBLEM TO BE SOLVED: To provide a grinding wheel for a surface grinding machine with high grinding performance which is hardly abraded and inexpensive, and a surface grinding method. SOLUTION: A plurality of element abrasive materials 12A are provided side by side in a row by bonding at prescribed intervals along a abrasive material layout line L1, which is a circle centering around an axial center line A, on one end face in the direction of the axial center line A of a base member 10A formed into a near disk shape in the grinding wheel 1A for a surface grinding machine. The element abrasive material 12A is formed into a nearly annular shape with the center on the abrasive material layout line L1. Therefore, there is no pointed part in the rotating direction when the base member is rotated. The head part in the rotating direction is made into a nearly U-shaped smooth curved face. Consequently, the grinding performance can be enhanced. The abrasion of the element abrasive material 12A can be reduced.
