PROBLEM TO BE SOLVED: To solve the problems that the pressing load of a forming roller is increased and also it is hard to form each recessed part uniformly when the working surface is inclined since the forming roller on which a number of projecting parts for forming the recessed parts are arranged in the circumferential direction and the axial direction is used by the conventional method in the case a work has an interference part by which the movement in the axial direction of the forming tool is prevented in the vicinity of the cylinder part, in a forming tool for forming a number of fine recessed parts on the outer peripheral surface of the cylinder part of the work. SOLUTION: The pressing load of the forming roller 4 is decreased by providing the forming roller 4 on the outer peripheral part of which the projecting parts 4a for forming the recessed parts are provided spirally with prescribed intervals and also all the recessed parts are formed uniformly by forming the recessed parts accurately almost without being affected by the inclination even in the case the working surface is inclined as the forming tool 1 for forming the fine recessed parts on the outer peripheral part of a crankpin P with respect to a crankshaft CS having a counterweight CW in the vicinity of the crankpin P.
