The license generation server (100) has right generation sections (10A, 10B) for generating use condition information indicating a content use condition correlated to each of a plurality of different right management methods, a content key storage section (103) for storing a content key, and a license generation section (102) for generating license information from the use condition information and the content key. The terminal device (300) has right interpretation sections (30A, 30B) for judging the enabled/disabled state of the content under a plurality of right management methods according to the use condition indicated by the license information and content use sections (321a, 321b) for using the content according to the judgment result.
