<P>PROBLEM TO BE SOLVED: To provide a fuel cell system which heats the inside of the fuel cell stack by the heat accompanying power generation by suppressing excessive temperature rise at the time of starting a fuel cell stack in the environment below freezing point. <P>SOLUTION: The cooling control means provided in a controller of a fuel cell system, when the temperature Twin of a coolant in the vicinity of the entrance of a fuel cell stack in the coolant passage is 0°C or less in Step 1, carries out a "coolant intermittent circulation process" in which a "cooling stop cycle" for stopping circulation of the coolant in the coolant passage by stopping a cooling pump in Step 9 until the Twin exceeds 0°C in Step 8, and a "cooling execution cycle" for circulating the coolant in the cooling passage by operating the cooling pump in Step 11 when a prescribed time has passed in Step 10, are alternately carried out repeatedly.
