<P>PROBLEM TO BE SOLVED: To properly detect normal supply and abnormal supply of fluid to system forming apparatuses without relying on a flow sensor or the like, by suppressing influence of disturbance. <P>SOLUTION: A fuel cell system including a stack 1 is equipped with a water pump 11 to supply water to be reformed to a reforming apparatus 2 through a water line 5, a temperature sensor 15 to detect the temperature of the water to be reformed in the water line 5, an inside temperature sensor 17 to detect the inside temperature of the reforming apparatus 2, and a controller 20. The controller 20 controls the water pump 11 so as to give periodical fluctuation to the supply condition of the water to be reformed. The controller 20 determines abnormal supply of the water to be reformed to the reforming apparatus 2 based on the detected temperature of the water to be reformed and the detected inside temperature.
