PROBLEM TO BE SOLVED: To provide an underwater transmission and reception device protection vessel capable of lowering an "IL level" even if operating frequency bands are high frequency bands such as dozens of kHz-100 kHz or 100-400 kHz and the degree of an incident angle of an acoustic wave becomes large, and having predetermined strength under an operating condition, and excellent in adhesive property with rubber, and to provide its manufacturing method. SOLUTION: The underwater transmission and reception device protection vessel comprises a rubber layer 2 composed of a rubber material and a reinforcing layer 3 formed of a reinforcement cord 3a laid in the rubber layer 2.
