PROBLEM TO BE SOLVED: To prevent deterioration in reception quality due to electromagnetic noise caused in an apparatus. SOLUTION: A storage section 214 stores in advance the degree of effects received by the electromagnetic noise caused in the apparatus on the reception quality of a reception circuit of a wireless signal as a quality level in the unit of wireless channels. Upon the receipt of a wireless channel assignment request from a terminal, a control section 220 instructs a channel selection control section 216 to select a wireless channel to be assigned to the terminal. The channel selection control section 216 compares a terminal signal power 20 being a received power of the signal from the terminal measured by a reception power measurement section 210 with a prescribed predetermined reception power, excludes wireless channels with a bad quality level affected by the electromagnetic noise from the assignment candidates of the wireless channel when the terminal signal power 20 is smaller than the prescribed reception power and selects only wireless channels with an excellent quality level not affected by the electromagnetic noise for assignment candidates of the wireless channel.
