PROBLEM TO BE SOLVED: To increase power generation efficiency of a steam turbine by reducing pressure loss of steam between a control valve and the steam turbine. SOLUTION: This comprises the steam turbine 1 driven by steam, an induction generator 6 connected to the steam turbine 1 and generating electricity by converting mechanical energy to electric energy, the control valve 13 varying an opening degree of a steam flow passage 12 between a steam inlet 2 and a nozzle 11 of the steam turbine 1 and a controller 16 adjusting an opening degree of the control valve 13 so that a state of process steam 9 supplied from a steam outlet 7 of the steam turbine 1 to a process 10 becomes a desired set value.
