PROBLEM TO BE SOLVED: To provide an apparatus and a construction method for forming a core hole, which make the core hole for supporting a balustrade column formed in PC-constructed and RC-constructed concrete structure. SOLUTION: A core hole forming section bar 3, which is to be embedded in the concrete to be placed, is formed in a cylindrical shape or such a tapered cylindrical shape as to become narrower toward a bottom, a thread protrusion 5 with a great thread pitch is circumferentially provided on an outer peripheral surface 4 of the section bar 3, and the section bar 3 is embedded in the concrete. After the concrete is completely hardened, the section bar 3 is turned, separated and extracted from the concrete, so that the core hole for supporting the column can be formed.
