PROBLEM TO BE SOLVED: To provide a hydrophilizing treatment method of a surface that is simple and safe using the electrostatic atomizing method. SOLUTION: The surface treatment method is employed to conduct the hydrophilizing treatment of the surface of the material to be treated by exposing the material to be treated of which the foreign matter and the soil on the surface is removed to an atmosphere of electrostatic charge droplets with the average particle size of about 10-35 nm generated by the electrostatic atomizing method.
